State submits application for small-scale offshore wind research site

The Governor’s Energy Office today submitted an application to the Bureau of Ocean Energy Management to lease a 15.2-square-mile site in the Gulf of Maine to establish the nation’s first research area in federal waters for floating offshore wind.
